The sleeve surrounds the conical plug and serves as a self-lubricating seal against leakage through ports and to the atmosphere. The plug rotates in the PTFE-sleeve firmly embedded and aligned in the valve body so that the plug cannot be seized. That special valve design doesn't allow any sleeve deformation, flow or migration into the waterway duct.
