Regulations to control the spread of wood and forest pests have become increasingly important in the wood trade. ISPM-15 (International Standards for Phytosanitary Measures) designates the standard required by the United Nations member countries for international shipments. The 170 governments (thus far) which have signed the IPPC (International Plant Protection Convention) have the right to refuse entry at their frontiers to goods transported on wooden pallets, in crates, spools or any other wood packaging unless it has been treated, marked and certified in accordance with its regulations.
